Abstract: Preventing targeted violence requires
analytic frameworks that translate early behavioral warning signs into
actionable intelligence workflows. While threat assessment research has
identified recurring pre-attack indicators and warning behaviors, digital
environments have expanded the observable space in which grievance narratives,
identity reinforcement, and behavioral leakage emerge. This article proposes an
operational intelligence architecture that integrates cyberpsychological
indicators into intelligence-led policing and structured threat assessment
processes. The framework emphasizes triage, signal interpretation, escalation
thresholds, and governance safeguards to support early intervention while protecting
civil liberties. The article synthesizes interdisciplinary scholarship to
define a practical SOCMINT-enabled detection model that can be adapted across
law enforcement and public safety contexts. Implications are presented for
training, analytic tradecraft, interagency coordination, and
